The document specified by the link cannot be located with the linked-to database.

This was a very annoying error that a user had and took a while to discover the fix. In fact the user was less available to attend to this issue. Finally when visited, tried to rename the Workspace Folder and this took care of the Error message. Workspace Folder gets created every time Notes Runs.
